Ranking every NFL team by salary cap space and draft capital ahead of free agency

The annual mad scramble by NFL teams to make themselves better in the offseason is about to kick off in earnest, with the arrival of free agency frenzy.

At 4 p.m. ET on Wednesday, March 11, the new league year will begin -- and teams will be able to sign free agents to new contracts. But buyers are not all created equal. Which squads will be sitting prettiest, in terms of the freedom to spend under the salary cap? Which organizations will be better positioned to improve in the draft? And which squads will have both avenues of improvement open to them?

To get a sense of which NFL teams are entering free agency frenzy with the greatest overall flexibility, I have incorporated both 2026 cap space and 2026 draft capital into a combined flexibility ranking below, with analysis provided for the top five teams.

A couple notes:

  1. Draft capital includes all seven rounds, with pick values derived from Over The Cap's (including via OTC, since the NFL hasn't officially announced those yet).
  2. Draft capital rankings reflect agreed-upon trades where possible, even if those trades cannot yet be made official. Cap space rankings reflect player movement as accounted for by Over The Cap.

Now, on to the list!

Las Vegas Raiders
2025 record: 3-14

Between the loads of cap space on the books and their possession of the first overall pick in April's draft, the Raiders have the assets to quickly recharge their roster as minority owner Tom Brady and new coach Klint Kubiak get a new era underway. If they play their cards right, they could walk away as the winners of the 2026 offseason.

New York Jets

When it comes to the draft, the Jets are absolutely loaded for 2026, thanks in large part to selling on Sauce Gardner and Quinnen Williams at the 2025 trade deadline. And in terms of the cap, the Jets should have plenty of money to offer free agents. Good thing, because Gang Green has a ton of needs to fill. General manager Darren Mougey and head coach Aaron Glenn will be under pressure to use their resources wisely after entering full rebuild mode back in November.

Tennessee Titans

The Titans have strong assets to work with as they look to improve their win total entering their last season at Nissan Stadium, starting with oodles of cap space. And they don't have to spend all of it on free agents -- they could, for example, work out a trade for a star receiver, whom they could then offer a sizable new contract extension. The draft will present more opportunities -- beginning with the fourth overall pick -- to add some young pieces to complement promising young quarterback Cam Ward.

Pittsburgh Steelers

The highest-ranked 2025 playoff team on this list, the Steelers sit relatively low in Round (No. 21 overall) -- but they get a boost from some projected comp picks (a pair of extra third-rounders from the George Pickens trade and compensation for Dan Moore Jr.'s departure in free agency), which will give them four total selections on Day 2. It's already been an atypical offseason in Pittsburgh, with Mike McCarthy replacing Mike Tomlin after 19 seasons with the team, but we'll see how much things change beyond that for one of the most stable franchises in the NFL.

Kansas City Chiefs

  • Draft capital ranking: No. 4

After breaking a streak of 10 straight playoff appearances, the Chiefs now have their best opportunity to reload since drafting Patrick Mahomes in 2017. Given K.C.’s financial constraints, they look like they're replicating what they did during the 2022 offseason, when they traded traded a star player (Tyreek Hill in 2022 vs. Trent McDuffie in 2026) and used the acquired picks to bring in an elite draft class.
